New SCARTS Structure

I have added Lexx, Jurgen, and reinstated Raptor as admins. All three of them are willing to help me in league duties and I trust them all to do a good job. Jurgen wants to do alot of hosting when he's able and would be a help on the forum too. Raptor has taken over the weekly Fantasy Picks. Lexx also says he wants to help. Soon enough I'll find enough for all of them to do so I can free of my time alot more and maybe find a little time to work on a new track. Scorpio also has helped with revising the rulebook which will be officially updated tonight.

I wrote this mainly for DerekE but everyone else should know about the recent restructuring.
